I recently delivered my State of the State Address to a joint session of our State Legislature. Towards the end of my speech, a small kiddo started crying up in the gallery. Now, to some that would probably be an unwantedinterruption,butin South Dakota, we will always welcome a crying baby. And that’s a good thing considering the fact that our state has the highest birth rate in the nation – so we have a lot of crying babies around!
